Division 51 covers pre erection work, new construction, repair, alteration .... of buildings. These involves all the construction work required for a "building" to function basically as a "building", residential/non residential building or civil engineering works.
An airport baggage handling system is basically an equipment, a big machine just like any other regular machines installed. Repair and maintenence of these would therefore not fall under Division 51 but should be under Division 88, and classified specifically under 88620. Unfortunately the explanatory note in the official publication of Provisional CPC Division 88 has the missing subclass codes (pages 259-260). This subclass, 88620 covers "Repair services of machinery and equipment n.e.c., on a fee or contract basis" while if its manufacturing/installation, this would be under 88530: Manufacturing of machinery and equipment n.e.c., on a fee or contract basis"
This problem and confusion has already been addressed in the new CPC Version 1.0 which now supercedes the provisional version of CPC. We would therefore recommend that you explore and strongly consider migrating to this new version in the light of the major changes and latest refinements to CPC. This new publication contains correspondence tables between CPC Ver. 1.0 and Provisional CPC categories to facilitate conversion between the old and new versions of the CPC.
