According to the Provisional CPC, the captioned has not been expressly classified. I understand that "new construction and repair, alteration, restoration and maintenance work" on airport is classified under Division 51 and the baggage handling system, which is a complex vertical and horizontal transportation system for baggages essential in the "production process" of the airport in which it is installed, has much similarity with moving sidewalks, lifts and escalators classified under 51691. As such, I think the captioned may be classified under 51699, i.e. "other installation work n.e.c."
Grateful if you could let me know if my analysis above is in order or advise the correct classification under the Provisional CPC if it is wrong at your earliest convenience.

Division 51 covers pre erection work, new construction, repair, alteration .... of buildings. These involves all the construction work required for a "building" to function basically as a "building", residential/non residential building or civil engineering works.
An airport baggage handling system is basically an equipment, a big machine just like any other regular machines installed. Repair and maintenence of these would therefore not fall under Division 51 but should be under Division 88, and classified specifically under 88620. Unfortunately the explanatory note in the official publication of Provisional CPC Division 88 has the missing subclass codes (pages 259-260). This subclass, 88620 covers "Repair services of machinery and equipment n.e.c., on a fee or contract basis" while if its manufacturing/installation, this would be under 88530: Manufacturing of machinery and equipment n.e.c., on a fee or contract basis"
This problem and confusion has already been addressed in the new CPC Version 1.0 which now supercedes the provisional version of CPC. We would therefore recommend that you explore and strongly consider migrating to this new version in the light of the major changes and latest refinements to CPC. This new publication contains correspondence tables between CPC Ver. 1.0 and Provisional CPC categories to facilitate conversion between the old and new versions of the CPC.

Only things that are necessary for a building to function as a building is in Division 51
An airport baggage handling system is a machine (although a big one) like any other machine
Repair and Maintenance of Airport Baggage Handling System which was the heading of his query is indeed in CPC Prov88620.
The installation of this is in Ver.1 Group 865
And the construction of the elements is in Ver.1 Group 435

Classify "Repair and maintenance of airport baggage handling system" under Provisional CPC 88620- Repair services of machinery and equipment n.e.c., on a fee and contract basis" This corresponds to CPC V1.0 subclass 87159- Maintenance and repair services of machinery and equipment n.e.c.
The "installation" of this system would fall under CPC Prov 88530- Manufacture of machinery and equipment n.e.c. which corresponds to
CPC V1.0 86530- installation of machinery and equipment n.e.c.
