Summary of responses to question 08 The summary of the replies to this question has been organized following the order of the proposed sections for ISIC (1-22). For each section, only the replies to Q-08 that are not reflected in the S questions replies, will be summarized. Therefore during the discussion of boundary questions, this document will have to be considered together with S summaries. The reply count for this question is 41. Section 1 5 countries have given their views on the boundary questions for this section, as follows: -1 country says that the growing of Christmas trees has to be moved from forestry to agriculture -2 countries say that landscaping activities should stay in agriculture and not be moved to 14.7, because they are in principle gardening services -1 country states that "irrigation systems" is a broad term, and it needs an accurate definition in the explanatory note about the kind of irrigation system -1 country makes a general comment saying that (quote): "The delineation of boundary between Agriculture and Manufacturing (for food and tobacco products) needs to be examined and satisfactory resolved. The problem originates from, on the one hand, the set of activities of transformation and processing of primary products and on the other hand, the lack of clear rules and extended conventions, as well as very confused different ways of treatment of more or less similar activities". Section 2 - 1 country says that excavations and test drilling and boring for coal, metal etc. or overburden removal for all kinds of mining products should be classified as mining support activities as they are strictly connected to the main activity. Section 3 4 countries have given their views as follows: -India says that "cotton ginning" should be classified in the Manufacturing and not in the Agriculture; the reason being that ginning involves factory activities, which are neither performed by agricultural producers nor in the agricultural fields. -1 country says that manufacturing of blank CD-s, DVD-s should be seen as a chemical production. -1 country says that factory ships should be classified in manufacturing and not in fishing, because they basically involve transformation activities -1 country says that all processing of stone (crushing, grinding, cleaning, drying, sorting and mixing) could be considered to be manufacturing -1 country says that Manufacture of electrical power-driven hand tools, electrical arc and resistance welding machines, electrical industrial furnaces and ovens and electrical and electronic equipment for motor vehicles can be moved from various classes to division 3.14 ("Manufacture of electrical equipment"). -1 country says that the manufacture of special seats (motor vehicles, railway coaches, aeroplanes, hydraulic barbers and dentists), should not be part of manufacture of furniture (3.16), or at least should not be part of manufacture of regular chairs and seats. -1 country says that the manufacture of candles, tapers and the like should be classified in "manufacture of chemicals and chemical products". -1 country says that the mass production of software etc. should stay in manufacturing, rather than be classified in information. -1 country says that film processing should be considered to be manufacturing Section 5 Only 1 country has replied, saying that it does not support the option of separating electric supply services which is a typical utilities service, into several services such as generation, transmission, distribution services and classifying them in different industries such as utilities, transportation and retail/wholesalers, because electric supply services are formed as the combination of electric generation, transmission and distribution services which are closely linked to each other. Section 6 We have the views of only 1 country, as follows: - (quote) The total value for "turnkey-projects" shouldn't be placed in the "Construction" as the same consultation services once will be classified as construction activity in the a.m. projects and twice as 13.3 - when rendered out separately. - site preparation for the construction and well drilling should be treated as construction activity whereas decontamination of soil and cleaning new buildings after construction not (due to the character of this work) Section 8 4 countries have given their views as follows: -1 country questions the fact that ISIC 3.1 classifies school dormitories, students dormitories and workers hotels in short-stay accommodation, considering that students and even workers live there normally for years -1 country says that the boundary between letting of real estate and short stay accommodation should be clearly defined -1 country recommends to review the treatment of the homes for the aged. Currently is classified as social work, although in some cases it is accommodation due to the nature of services rendered, especially in the cases when people living there do not need any health related attention. -1 country says that for Spas, which are currently classified in Physical well-being, a distinction has to be made between those that provide accommodation and others -1 country says that if bars and nightclubs remain in this section then also discotheques should remain there as a distinction between units serving alcoholic beverages and units not serving alcoholic beverages is not seen useful (classification principle?) Section 9 3 countries have replied having the views below: -2 countries say that travel agencies and tour operators should remain in the transportation section, reasoning that these are services for tourism rather than for enterprises which one would assume under section 14. -1 country says that "furniture removal" includes much more than transportation and should therefore be classified in 9.5 "Supporting and auxiliary transport activities" instead of 9.1 "Land transport, transport via pipelines" Section 10 2 countries have given their views as below: -the 2 countries (Austria and Italy) ask not to include "libraries and archives" in the Information section, but to leave them in "Arts, entertainment and recreation" as they are now; with the argument that these are cultural activities -1country says that museums would have to be classified in the information section Furthermore, Austria comments that there is a tendency for Information section to go far beyond the activities dealing with information content only. It asks for a clear concept in defining this section (technology? markets? use? input?). Section 12 2 countries have asked that "Facilities support services" be moved to "Real estate, rental and leasing activities". Section 13/14 1 country says that the boundary between sections 13 and 14 should be clearly explained. Section 14 1 country says that firefighting...etc in factories, in airports, in defence establishments are the same activity and therefore should be classified together. Section 16 1 country suggests that "Car breaking", according to future regulations, will have a more important recycling component, therefore in the new structure it should be classified at 16.2 "Waste treatment and disposal". Section 17 2 countries have given their views as below: -1 country says that only educational television programmes which are interactive should be classified in Education, whereas the non-interactive ones in Information. This country supports the view that education should be interactive. -1 country asks to reconsider pre-primary education and kindergartens, reasoning that these places have evolved from children day-care services to places where upbringing starts. Section 18 1 country says that activities of opticians could be considered to be health service instead of retail sale. Section 19 1 country says that Casino-hotels should be included in 19.3 "Gambling and betting activities", because their main activity is gambling.
