Summary of responses to questions 05: The summary of the replies to this question has been organized following the order of the proposed sections for ISIC (1-22). For each section, only the replies to Q-05 that are not reflected in the S questions replies, will be summarized. Also only the proposals for changes, etc will be summarized below. Whenever there is agreement it will not be mentioned. The reply count for this question is 49. There are three structure documents that should be considered together with Q-05 and Q-06. These documents are: Doc-0260-1-Australia.doc, Doc-2040-1-France.doc, Other-0750-1-Canada.doc. Other proposals on structure have been added to the separate S questions. Section 1. Agriculture, hunting, forestry and fishing -One country (Argentina) wants to see a separate section for fishing and a separate section for Agriculture, hunting and forestry. Furthermore it explains that the only commonality between the two activities is that they both use natural resources. For them it was a progress to have them separated in ISIC rev 3. - France has proposed a top level structure with 11 tabulation categories and 27 sections. The tabulation category A is "Agriculture, hunting, forestry, fishing and acquaculture" which is split into twp section AA and AB. Section AA is "Agriculture, forestry and hunting", whereas section AB is "Fishing, aquaculture and related services". Section 2. Mining and quarrying -Only Colombia has a comment: "Pero debemos aclarar que no estamos de acuerdo con la inclusión de las actividades incluidas en la sección C Explotación de minas y canteras en las secciones referente a la industria y a la generación de energía. La razón de lo anterior radica en el hecho de la gran importancia del sector minero en nuestro país (en especial en lo referente a la explotación de carbón, petrolero y piedras preciosas) lo cual repercutiría en las series de tiempo de este sector en Colombia. Además muchas de las actividades de explotación minera no se relacionan en nuestro país con la industria y la generación energética como es el caso de la explotación de uranio y torio." Section 3. Manufacturing -In the top structure proposal, the tabulation category C "Manufacturing" is divided into three sections: CA "Food, beverage and tobacco industries", CB "Oil refining, chemistry, man-made fibres, rubber and plastic industries", CC "Manufacturing metals, machines, transport, and electric/electronis equipments". Section 4. Repair and maintenance -In 20 replies, the creation of a separate section for repair and maintenance is clearly opposed. The rest of the countries do not mention anything on this in this particular question, but they must have expressed their views in the detailed questions. The arguments given are: "The new high level category would impact all individual manufacturing industries. The achievement of comparability is supported at a lower level, through relevant groupings of repair items at a class level." Section 5. Utilities Germany makes a proposal (in connection with the creation of a suitable high-level structure ) to consider the combination of the proposed sections 5 and 16 (covering some infrastructure), and to discuss this proposal in TSG. Japan states that water supply is provided as public utility by local government organizations. So, on the basis of Japanese situation, it is preferable to include this services in section 5 together with electricity and gas supply services as before. Section 8. Accommodation and food services The reply from India has to do with the detail of this section, but nevertheless is being mentioned here. "To facilitate separate compilation of data on Tourism related activities, the adequate details on tourism related activities can be included at lower level." Section 12. Real estate, rental and leasing activities Statistics Sweden proposes to split this section into two new sections: Real estate and Rental and leasing. Section 15. Public administration and defence, compulsory social security Argentina says that it is in doubt whether Compulsory Social Service should be included together with Public Administration or would be joint with insurance activities. Germany comments that section 15 should be moved closer to section 22. Section 16. Water supply, sewage, waste management and remediation Two countries Germany and Japan have replied; they do not agree with the scope and contents of this new section. Their comments are: -this section as proposed is non-homogeneous (both) -the sector is half-finished in the sense that does not cover all environment related activities therefore proposing to create an alternate aggregation for the activities included in 16 and other activities, such as nature protection activities, prevention of environment pollution, etc. (Japan) -water supply is public utility therefore to be included in section 5 (Japan) -TSG should consider merging together 16 and 5 (covering some infrastructure) (Germany) Section 18. Health and Social Services OECD has replied. Their reply might refer to Q-06 and Q-07, but since it is given in Q-05 it is being summarized here. OECD would strongly prefer that the split between health and the rest is promoted to the two digit level and not at the three digit level as at present. The OECD Secretariat published the manual, A System of Health Accounts (SHA) in 2000. The System of Health Accounts proposes an International Classification for Health Accounts (SHA-ICHA) that covers three dimensions: functions of health care, industries of health care providers, and sources of finance. It would be desirable to take ICHA-HP into consideration when the new Section 18 is designed. The three major groups of Section 18 are proposed to be defined as separate divisions. Arts, Entertainment and Recreation Japan has replied that, according to the situation in Japan, the size of these "industries" is not big enough to create a separate section, therefore suggesting to introduce them as a 2-digit level category, for example in the section 20 "Other Services".
