Summary of responses to section 21 "Households"
There have been comments from only 5 countries to this section.
Pro:
- Afristat supported these categories.
- Spain supports the categories but noted the need for further definition of the concept of subsistence in order to avoid misunderstandings when applying these categories.
- FAO is in support of these categories, although the discussion seems to equate division 96 and 97 with all informal sector activities, which would not necessarily be included here.
Con:
- US supports section 21 as such, but not division 21.2 and 21.3 (division 96 and 97 in SIIC Rev.3.1), with the argument that market activities of households should be classified with the actual activities and not here. (Note: This is also the ISIC treatment.) The activities covered in 21.2 and 21.3 are not within the scope of NAICS.
Other:
- Brazil is not using these categories and expressed doubt whether they are relevant for an economic activity classification (this comment included also the old division 95).
- Portugal suggested that these activities are included in Section 19, which reflects the Portuguese structure proposal, but seems conceptually difficult to argue.
Action suggested:
- Maintain categories
- Review the title of this section ("Households" is not accurate)
- Provide additional explanation/definition for their use (should this be a chapter in the ISIC users guide?)
