Summary of responses to section 18 "Health and Social Services"
There was overall in-principle support for this grouping as a Section. No respondents raised criticism of it as a grouping, and four of sixteen respondents expressed support for it. Comments from the other twelve were based on the premise that it is an established grouping.
The main issue of this Section centered on the level at which to split Health and Social Work. Seven (6 EU and OECD) of the sixteen respondents on Section 18 indicated that they would like to see a split between Health and Social Work at the Division Level, while three, Afristat, Canada and USA would like to see split at Group level, as proposed. Most made no mention of what should be done about veterinary service, with the exception of Australia who would like to see veterinary services removed from health and placed with Professional, Scientific and Technical Services.

The OECD (endorsed by UK) is proposing harmonization with the first and second digit levels of its functional health classification, System of Health Accounts - International Classification for Health Accounts (SHA-ICHA), which is partially derived from NAICS, in the further breakout of this Section. This classification categorizes health expenditure.
A number of comments were addressed to lower level boundary issues, e.g.:
* Opticians should be in health and social services, not in retail
* Kindergartens should be placed with education, not with health and social services;
* Crisis relief and refugee management should be placed under public administration
* Spa and rehabilitation activity without physician's treatment should be placed under personal services (two responses). If both types of treatment (with and without physician) are provided, use value added to place them here (with physician) or personal service (without physician).
* Re. boundary between social and health services, Thailand suggests classifying all activities to health service regardless of whether or to what degree accommodation is provided.
