Summary of responses for section 10 "Information and Communication":
Replies were sent in by 28 countries.
A strong need for further discussion was expressed specially concerning borderlines.
A majority of 60 % wants multiplication and or printing excluded from the Information Sector.
A majority of 57 % wants news agencies excluded from Information Sector.
A large minority 32 % wants news agencies excluded from the Information sector.
Other items that should be excluded were mentioned, mass production of software- 1 country, data processing - 1 country. Inclusion of mass production into the Information sector, however also was mentioned also by 1 country. Also one country mentioned the inclusion of libraries and archives.
Two countries mentioned a more complete proposal, France and Japan. The French proposal was sent in as annex to the questionnaire, the proposal from Japan consisted of Division H in JSIC.
A couple of times the wish was expressed to give the Information Sector, France proposed: Publishing and information processes. The name of the sector, however depends on the borderlines that still have to be set.

S 10.1 Publishing activities (except Internet)
Finland: the objects of classification should be activities, not means. Publishing activities have to be defined without involving Internet in the matter , because it is quite a different issue.
S 10.2 Motion picture and sound recording activities
Finland: Publishing of sound recordings belongs to division. Support from two countries.
S 10.3 Broadcasting (except Internet)
Except internet should be deleted from the heading, there is no need to mention it. Instead broadcasting and TV should be mentioned.
S 10.4 Internet publishing and broadcasting
Finland: An unnecessary division because there are no identifiable nor independent operators.
Hungary: Boundary question is not clear.
Thailand: Problems are foreseen in allocating costs of creating content across several media.
S 10.5 Telecommunications
Finland: In principle the definitions are acceptable. But division should also include access to Internet.
Thailand supports the exclusion of Internet providers.
S 10.6 Internet service providers and web search portals
Finland: All internet activities except providers of telecommunication access, including access to Internet should be included.
S 10.7 Other information services
Brazil: Activities of providing information, storing information, providing access to information, and processing information. This includes news syndicates, libraries, archives, and data processors. These activities do not belong under tabulation Information Sector
UK: The residual categories "Other" and "Not elsewhere classified" in general are too wide. Also for 10.7. Suggestion from UK to take out Libraries, Archives, Museums and the Attractions and create a new heading for them.
The additional remarks 10.1- 10.7 can be summarized by
1) that it still is not clear to everybody why and if there must be a borderline between internet and non internet activities and
2) the exact content of 10.7.
