I am not aware of the reason why CPCs 0131 and 0132 don't have a link to ISIC
1513, but I assume it goes back to the days where CPC only listed predominant
industry of origin.
We did pick up the anomoly when compiling the ANZSCC. We created a split
between sun-dried and machine dried fruit to delineate such products produced on
and off farm (ie agriculture vs manufacturing). This approach carried through
to the ANZSPC, see 01321.00 and 01322.00.

I think the particular case that was picked up was for dried citrus fruit. I have tried to find references for this, but was not successful. With that, I am not sure if there is any significant economic use (or any use at all) for dried citrus fruit. With this, the "predominant industry of origin" approach seem very well justified in this case.
However, I take your note on the "on vs. off farm drying" and keep it on our list for discussion for the next revision.
